Over 2,000 terminal employees have been trained each year in the program. We developed this program from the ground up, including identifying the equipment needed, design of spill carts used to house equipment, step-by-step response, dress-out and decontamination procedures and spill response documentation. When appropriate, these teams would don PPE, stop the spill, clean up any released material and properly dispose of the waste. Hands-on drills were an important part of this program: dock workers were formed into Spill Teams and trained to determine the size and scope of a spill to ensure it was within their capabilities to respond. Trainees were instructed in the use of personal protective equipment, spill response techniques and other topics needed to form knowledgeable and well-equipped response teams. An important aspect of the training was incident prevention and hazard identification: terminal dock workers were trained to identify and respond to releases of hazardous materials so as to stop the spill or invoke the appropriate emergency response procedure. The purpose was to reduce the amount of time a hazardous spill affects terminal operations and eliminate the need for professional cleanup contractors. Managers were provided with incident command training developed around the company’s own emergency operations plan.
